How does it work? Do I have to record the contacts that I want to have dialed? Or will the program dial whoever name I spell.

Record voice commands
- Select Menu/Application/Preferences, then select Voice Launching
- Tap on 'New' to record a new command
- Tap on 'Pick Action' to select an action
- You will now be returned to the main list. Just launch an application, phone call, bookmark (or anything else) as you normally would. This action will be captured and you'll be brought back to the Voice menu.
Make sure you have a button asigned to voice launching
- Select Menu/Application/Preferences
- Tap on 'Navigation in Propel'
- Make sure that one of the buttons is assigned to 'Voice Launch'
Launch...
- Return to the main screen (tap 'close')
Press your 'Voice Launch' button and speak your command!
Voice Dial commands are set up in exactly the same way as normal voice launching. Follow the instructions in voice launching (above) but when you tap on 'Pick Action', simply select a number to call. To do this, you may have to change the view to 'contacts' or 'power user'.

one more tip:
if you want to be able to voice launch from outside Propel, then assign a launch key to voice launch in 'the launching propel' preference

one more tip:

What strikes me is the big similarity between Propel & Initiate. Any relationship between the 2?
