Billable vs. Unbillable

I am a consultant and I would like to keep track of hours that I use on a retainer contract. Since these hours are covered under the retainer fee, they are essentially un-billable. When I log in the hours and un-check the "this item is billable" section, I still get the dollars for the hours. Is there a fix for this issue?
